P4M spent for Pilipinas Kay Ganda launch/preview?

Journalist Ellen Tordesillas published this on her blog:

Tourism Secretary Alberto Lim has been quoted by media as having said that nothing has yet been spent from the P200 million budget for the promotions of the “Pilipinas Kay Ganda” branch that they launched last Nov. 15.

It’s a lie. Almost P5 million has been allotted (presumably spent) for it.

She showed scanned copies of the receipt. (see image). [Her title actually reads, P5M, we assume it is a typo as the check is only 3.7M.]

On related news, DOT Undersecretary Enteng Romano resigned early today taking full responsibility for “Pilipinas Kay Ganda,” slogan.

On hearing the news, @aupijuan remarked on twitter, “Usec Romano admits mistake, resigns. Admirable! But I don’t think he needed to resign. Bigger issue w other appointees but no resignation.”
