Gov’t again failed to spend full P130B budget in April

Government again spent below budget in April despite a directive to agencies to speed up implementation of projects in the remaining months before the start of the rainy season.

Spending amounted to P112.08 billion or 86 percent of the P130.3 billion programmed expenditure for April. This was even 8.03 percent lower than the 121.87 billion spending in April 2010.

The 86 percent April spending performance was an improvement over the first quarter’s 80 percent (P349.2 billion expenditure against the programmed P431 billion), but line agencies have a lot of catching up to do to exhaust the P1.09 trillion released so far by the budget department which is equivalent to 66.3 percent of the P1.645 trillion 2011 budget.

Budget Secretary Butch Abad reminded government departments and agencies to speed up implementation of projects, especially those involving infrastructure.

That is so goldilocks-baloney-sheeeeet that Malacanang kunwari daw is ordering the speeding up of expenditures when only 3 weeks ago, Persi-Noynoy called attention to his great achievement — budget definit much lower — to telegraph his “please, go pat me on the back” message to the Makati Business Club.

“No New Taxes…. no need to aise taxes when the deficit is going down” is the economics-lesson that Persi-Noynoy learned from his econ-guru during his Arrrneeoww-college days. Presi-Noynoy just showing why he got the grades he got.
