The Philippines’ House of Representatives approved House Bill 4571 that would ban mobile phone use while driving. This is the Anti-Mobile Communications Device Use while Driving Act of 2011. The bill was authored by former president and now Congresswoman, Gloria Macapagal Arroyo.
The bill exempts drivers who use a hands-free device, as well as emergency situations.
SpotPH noted that the list of “drivers” are those using agricultural machineries, construction equipment that are operated on public thoroughfares. The site lists “Pampanga Rep. Aurelio Gonzales, Bagong Henerasyon Rep. Bernadette Herrera-Dy, and Buhay Rep. Irwin Tieng. Arroyo’s son, Rep. Diosdado Arroyo, and several other House legislators served as co-authors.” as co-authors.
